As a Supervisory Realty Specialist, you will supervise non-technical aspects of a Senior Realty Specialist, and technical work of journey-level Realty Specialists, and/or a Program Specialist.Location of position: GSA, Public Buildings Service, Leasing Division in either Portland, OR or Tacoma, WA. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Responsible for project management and planning, including development of prospectus development studies, lease management plans, project management strategies, schedules, tracking systems, and budget estimates for approved projects. Also participates in developing short and long range plans in Federal and/or leased space. Supervises non-technical aspects of a Senior Realty Specialist, and technical work of journey-level Realty Specialists, and/or a Program Specialist. Insures satisfactory quality and quantity of work. Maintains current knowledge of and responds to employee questions involving Government real estate management, project management, space requirements development, lease acquisition, facility site acquisition, and realty contract management and administration. Monitors projects, and develops short and long range plans in Federal and leased space. Reviews lease contracts and serves as Warranted Contracting Officer for unwarranted Realty Specialists. Provides recommendations concerning projected operations, significant trends, recurring problems and similar management concerns. Participates in development of branch budget estimates and operating plans. Recommends alternatives for problems, facilitates resolution, and develops realistic customer expectations. Formulates and builds client/GSA processes to improve PBS/customer relationships.

Qualifications

Specialized experience is experience providing technical advice and guidance on complex realty transactions including site acquisition, out-leasing, leasing, and realty activities; analyzing and evaluating realty contracting issues and making recommendations and providing input for the development of contracting policies and procedures for a realty program; planning, coordinating, and managing complex lease construction projects and negotiating lease terms for lease acquisition projects. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.   Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA’s. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.
